Grid requirements
Energy storage that passes grid approval
The grid company and the system operator check how the storage behaves during frequency and voltage deviations, how it is controlled and what data it transmits. We prepare the system and documents for these requirements.
Requirements
What is checked at connection
The set of requirements depends on power, voltage class and whether the storage will export energy to the grid.
| Requirement | What it means | How we meet it |
|---|---|---|
| Primary frequency control | power change in response to frequency deviation along a set characteristic; for grid-scale storage since 2026 under GOST R 71521-2024 and Government Decree No. 810 | the characteristic is set in the PCS and EMS, tested during commissioning |
| Voltage dip ride-through | the storage must not disconnect during short voltage dips | PCS settings per the grid connection conditions |
| Export limitation | prohibition or limit on exporting energy to the grid unless agreed | power limiter in the EMS |
| Power quality | harmonics, power factor, unbalance | filters and reactive power compensation mode |
| Telemechanics and data exchange | transmitting measurements and receiving dispatcher commands | IEC 104, IEC 61850, Modbus TCP protocols |
| Relay protection and metering | connection protection, revenue metering | per the grid connection design |

Economics
Is frequency control paid
As of 10.2026 there is no separate payment for general primary frequency control by grid-scale storage in Russia. That is why this mode is not included in project economics: it is performed as a connection requirement, while revenue comes from lower capacity charges, load shifting and deferred grid connection.
Requirements are based on Russian regulations as of 10.2026. In Kazakhstan and Uzbekistan connection requirements are set by the grid company and the site's grid connection conditions.
